Carl Schurz (1829-1906) was born in Cologne, Germany. He participated in the revolutionary uprisings of 1848-49 and left his country when the movement collapsed. Schurz emigrated to the United States, and soon became a prominent public speaker. In 1877 , he was appointed Secretary of the Interior by President Rutherford Hayes. Schurz vowed to rid the department of corruption, as depicted in his cartoon. Schurz continued the policy of sending Native American tribes to Indian Territory, the area set aside for them in what today is Oklahoma. When he realized that his policy was actually devastating to some Indian groups, especially to those not accustomed to settled reservation life, Schurz promoted the allotment of individual land parcels, to encourage Indian families to support themselves as farmers. As part of this plan, he helped established the Carlisle Indian Industrial School in 1879.
