While Indian agents of the 1880s could not be categorized as a group, many were considered as corrupt as the agency that hired them. Indian agents were thought to be profiting from graft while the Indians starved. This cartoon shows general Nelson Miles as an Indian agent in December 1890, one month after he sent troops to the Pine Ridge and Rosebud reservations to contain the Ghost Dance movement among the Sioux. The artist was probably more concerned with criticizing the political system surrounding Indian-related policies than in presenting a sympathetic view of Indians themselves.
